"Because of all this we make a firm covenant in writing; on a sealed document..."
It seems as though when The Lord rescued them from Pharaoh that He selected them and the Israelites more or less simply went along with it because it was convenient. Here, Nehemiah is making a proclamation before The Lord stating, "We willingly choose to be your people and follow your commands."
